Do you know the best small town to live in, in the US?

I am looking for a place to move with my family. Small town or rural living. Not too high of an altitude. Friendly community, would prefer artist community, or some place with seasonal tourism. Politics leaning toward liberal to moderate. Good weather. Reasonable cost of living. Low crime rate. Scenic. Around Wyoming, Utah, Colorado, Idaho, but open to other suggestions. I have lived in Casper, Wyoming all my life. There is basically now crime, very family friendly, community involved. You have the best of both worlds, big city and rural community. The weather is like no place on earth. =] It really is a beautiful place to live. Plus Denver is only 4 hours away and the Black Hills in South Dakota is about a 4.5 hour drive.
