The entire Baja Peninsula can get Cold in January . It is Not uncommon to see temperatures in the 30s and 40s even in Cabo San Lucas. Mazatlan can get quite cool in January. If it is warm weather you are looking for you will have to go south of Mazatlan. Puerto Vallarta is great at this time of year.

Writing from Tijuana: January is our coldest month. Sometimes we have rain. And even then there are ten times more car accidents north of the border than there are south of the border.
Our gringos wander around in shorts and short-sleeved shirts while our people from farther south are all bundled up with scarves and gloves. That's just one of the things that makes Tijuana so cool.
Really, if you're from Utah, Tijuana has no weather to challenge you. Ours is a mild climate.

It's a cold day in hell when it's in the "30s and 40s" in Los Cabos, but, generally, I would agree that you want to go further south in the winter. The further, pretty much, the better. Why not bask in 80 degree temps in the middle of winter? Tijuana? That's like visiting the United States, and deciding on Gary, Indiana.
